ABOUT SCIDpda

The Seattle Chinatown International District Preservation and Development Authority (SCIDpda) is a community development organization dedicated to preserving, promoting, and developing the Seattle Chinatown International District (CID) as a vibrant community and unique ethnic neighborhood.

Founded in 1975, SCIDpda has over 50 years of experience working with residents, businesses, and community partners to strengthen the CID. Through programs and initiatives including real estate development, property management, community engagement, and neighborhood preservation, SCIDpda works to ensure the long-term sustainability and cultural vitality of the neighborhood.

PROJECT OVERVIEW

SCIDpda is seeking a qualified website designer and developer (individual or team) to redesign and rebuild its public-facing website at scidpda.org.

The new website should clearly communicate SCIDpda’s mission, serve as an accessible resource for community members and visitors, showcase SCIDpda’s wide array of projects in real estate and community development, help prospective residential and commercial tenants find available units, support donations and engagement, provide transparency for governance and board activities, and be secure, mobile-friendly, and easy for staff to update. The final website should be modern, secure, timeless in design, and reflective of the Chinatown-International District community.

PROJECT SCOPE

Discovery and Planning

Meet with SCIDpda staff to understand organizational goals and website needs; review current website structure and content; and recommend a revised site architecture and content structure. The selected vendor should demonstrate a strong ability to distill and organize information that exists in many forms and levels of detail, translating it into clear, user-centered structures that inform how content is presented and navigated. 

Website Design

Develop a visual design aligned with SCIDpda’s mission and community identity; create page layouts and user interface designs; ensure responsive design across desktop, tablet, and mobile devices. The selected designer should demonstrate a strong portfolio of bold, elegant design work that balances visual impact with intuitive navigation, resulting in a website that is both visually compelling and highly usable.

Website Development

Build the website using a content management system that is intuitive and easy for staff to update, while also supporting the dynamic presentation of a wide range of content types. Implement functionalities including news and press updates, apartment and commercial property listings, displays of SCIDpda’s real estate development portfolio and community development projects, donation capabilities, contact forms, event calendar, job postings, RFQ/RFP postings, community resources, board and leadership information, and governance materials. A qualified vendor will help translate this range of information into a clear, cohesive website structure and user interface.

Accessibility and Security

Ensure the website meets accessibility best practices (WCAG standards); implement strong website security measures; and configure a secure, well-suited hosting environment with appropriate protections. A successful candidate will demonstrate expertise in web security best practices and the ability to recommend and implement a standards-compliant website that supports long-term performance, reliability, and protection, while ensuring the site can be easily updated by SCIDpda staff.

Multilingual Access

Fonts selected for this website will support a broad set of languages and ensure characters, diacritics, and symbols are rendered correctly across different languages. Integrate a translation widget allowing users to translate website content into multiple languages with a single click.

Launch and Training

Support website testing and launch, provide staff training for content management within each department, and deliver documentation for ongoing maintenance.

PROJECT BUDGET

The total budget for this project is $20,000. This budget includes discovery and planning, visual design, website development, content migration, security implementation, translation widget integration, staff training, and launch support.

RFQ SUBMISSION MATERIALS

1. Company overview and description of the firm or team.

2. Portfolio with links to 3–5 websites completed by the firm with descriptions of work conducted by the firm or team, including the timeline in which the project began and concluded, as well as the budget for the project.

3. Project approach and experience working with nonprofit or community organizations.

4. Key team members, their experience, and their roles.

5. Three professional references. Include name, title, affiliation, phone number and email address.

6. Cost breakdown for proposed budget. 

7. Submission as a single PDF document.
